tTo the Phillips Family:
Charlie was one of the first to introduce himself to me when I came to Fort Detrick from Fort Ritchie. He was kind enough to "show me the ropes" and educate me about Government Contracting. I remember when he retired I asked him what was he going to do and he told me he'd work on his house. Charlie was a soft spoken man of God and he never knew how much he inspired me to learn more about Christ. They just don't " make 'em anymore like Charlie.

To the Phillips family. We were deeply saddened to learn of Charlie's passing. We were always impressed with the depth of his love, pride and caring for his family as well as the certainty of his faith in God. Charlie was one of those whose presence and countenance at work helped make each day a pleasant and enjoyable one. We will all miss him deeply. We will keep you in our prayers and May God Bless you.

May Charlie be amoung the clouds as he loved America and it's flag for which it stood. Charlie was a good friend to me at USAMRAA and a gentlemen. I always enjoyed talking to him, the family man. I pray the Lord will watch over his family and ease their pain and bring life into the hearts. Charlie will be missed by all that had the privilege of knowing him. God Bless you all.

To the Phillips family,
I first met Charlie attending classes at Fort Lee, VA. He was such a gentleman and I enjoyed being in his classroom group. Many years later, I ended up working at Fort Detrick in USAMRAA with Charlie. He was very proud of his family and children's accomplishments. I know he will be sorely missed by you and all the individuals whose lives have been touched by his humor and guidance.
